I have been digging around online Pick-a-brick to find out the various elements
I would need to get the basic stuff to get a train going (wheels, axles, plates,
buffers, etc). Besides finding the right elements (I am using the parts list
from the latest Cargo Train instruction booklet), I am finding that it is adding
up to quite a packet.
Would it not make sense for TLG to release a poly bag of these elements? I am
going to guess it is a pipe dream - not gonna happen. Perhaps TLG will release
el-cheapo cars for building bigger trains?
What do other do? Buy entire sets for the parts? I did notice that there are
folks who use regular bricks to fill in where ever possible.

| (...) I hardly ever use any of the special train elements. Other than track, the new large wheels, and the old style couplers (with removable magnets), it has been a couple of years since I used a special train piece. I use (URL) wheels otherwise, (...) (14 years ago, 30-Oct-10, to lugnet.trains)

Though at least towards the end of availability, lego would offer them with 10-15% off in large quantities. Last time I checked, the PAB prices were still (...)
