The most plausible explanations I've heard sit much more comfortably
with me than pure psychological impact. For one thing, consider how
heavily armored these AT-AT vehicles are - according to all of the
source material I've run across, nothing short of heavy artillery can
consistently do damage to them. Repulsorlifts cannot effectively
transport such heavy, thick armor at relatively high speeds ~60 km/hr, I
believe). The Main Battle Tanks in Episode I can only go around 30,
IIRC from the Episode I cross-sections book, being the heavily armored
repulsorlift vehicles that they are.
Secondly, the uneven terrain may play a role - presumably, a
repulsorlift vehicle would fly by puching against the ground.
Excessivlely uneven terrain (crags, rocks, etc ...) might screw
everything up, as the repulsorlift vehicle tilts and bows and skids
every which way. Hence, feet, which would also work much better than
wheels.
Last comment: as for their transport capacity - An AT-AT typically
garages 5 speeder bikes (one lance) and carries 40 troops. The
Essential Guide to Vehicle and Vessels mentions that an AT-AT can
instead carry two AT-ST walkers, though I don't buy that. It sounds
like another governemnt contract that falls short of its contract :)

So repulsorlifts *can't* work by pushing against the ground (at least, they must have enough smarts to prevent main characters from being crushed). But that (...)
