Have you tried contacting the people of http://www.ceeo.tufts.edu/ ?
It would appear that they should be able to tell you whether the content will be
back online eventually. Apparently it's just a separate machine in their pool
that may be temporarily offline. Since the site is still actively linked to, my
guess is the current state of things was not entirely on purpose.
