Right. You need licenses (federal, state & possibly local), a bond, a
bonded warehouse or area, zoning, etc, etc. The legal hurdles are not
small. Then you have to remit the appropriate taxes ON WHAT YOU FERMENT,
not just on what you sell. If you ferment it, it goes bad and you pour
it down the drain, you still owe the taxes.
